Chef's Answer ~ Bread flour is different than whole wheat or all purpose flour in that it has a higher protein content. That means it will make your finished treat chewier, more dense and most likely the treat will rise more than average.

So, yes, bread flour can be used in place of whole wheat flour on a 1:1 ratio. I may not use it if you are making a dog muffin, or another lighter treat, but it should work very well with other dog treat recipes.
