Chef's Answer ~ Yes, you can use the same amount of all purpose, or white flour, as the recipe calls for whole wheat. :)
Actually, you can substitute white flour for most of my dog treat recipes. We recommend whole wheat flour because it has more nutrients than regular white flour. But both will work well in your homemade dog treats.
